STEP 1: PREVENTION AND MITIGATION

The best way to deal with an active threat is preventing an active threat from ever entering your doors.  It is important to address specific steps related to internal and external threats.  Each require unique approaches in order to create a better place to learn and work.  
  1. Develop an Emergency Plan for critical incidents in your region
  2. Create an Access Control Policy that addresses your people and visitors
  3. Conduct Leadership Prevention training
  4. Conduct a Site Assessment to understand your vulnerabilities
  5. Review/improve Physical Security measures
  6. Conduct a safety and security climate survey to get a pulse of your organization

STEP 2: NOTIFY AND COMMUNICATE

Preparation for the worst, sets you up for the best possible outcome when the unpredictable happens.  It is vital in any incident to be able to first notify, and second communicate. Many current practices are outdated and initiate communication after an incident is over. We recommend a three deep layered communication plan with a decentralized notification system.  In creating a communications plan these are key factors to include:
  1. A communications plan that is three deep, known as a PACE plan (Primary, Alternate, Contingency and Emergency)
  2. The ability to alert/notify employees of an emergency immediately
  3. The ability to alert/notify First Responders of an emergency immediately
  4. Locating and/or knowing where the threat or emergency location is to respond correctly
  5. Accurate communication throughout the incident and maintaining accountability

STEP 3: ADAPT AND RESPOND

When the threat persists through the front door, what do you do?

Most people resort back to the highest level of training they have received. If there has been no training conducted, or training that was done years ago, people revert to fight, flight or freeze.  There are many recommendations on how to train, many experts to tell you what and how to do it, and many acronyms to remind you of what to do.  Bottom line, is do something.  Give your people tools for success.  Teach correct principles that can be adapted to any situation. Incorporate the following into whatever training you decide:
  1. Principle based training for active threat response
  2. Train with law enforcement or those first responders who support your organization
  3. Teach correct principles followed by hands on training
  4. Securing a location for secondary response (medical)
  5. Establish reunion sites and post incident measures
  6. Conduct after action reviews of incidents, emergencies and drills to learn and grow from them
